GSFC’s ISS Research Program Office needed a way to distribute technical documents to researchers and engineers from the different companies that support the International Space Station (ISS).  This application was designed as a web-based frontend to a document repository that was not accessible to the Internet.  Since the repository contained ITAR (International Traffic in Arms Regulations) controlled documents, a secure method was designed to allow administrators to create user and group privileges to ensure some documents are not downloaded by foreign nationals.
